Under the supervision of the Director of Planning, Richard carries out and implements comprehensive and strategic planning analyses for city-wide projects and special planning districts focusing on environment, climate change adaptation, waterfront planning initiatives, open space systems, and economic development as it relates to land use planning and resiliency initiatives; he collaborates with the Deputy Director for Transportation and Infrastructure on public infrastructure planning initiatives; conducts planning research and studies; engages community and other constituencies to solicit input and feedback and works with other city, state and federal agencies on climate change and environmental regulatory matters.
