Under the supervision of Lauren Shurtleff, James assists in the division’s activities with regard to transportation planning and the development and implementation of transit and roadway projects.  He serves as contact and liaison to Federal, State and City agencies involved in such projects.  He manages special projects; undertakes tasks related to neighborhood planning and zoning being carried out by the Division and provides project direction to staff.
